Spyware found and "deleted" yet it's still there?

I have scaned with the most updated NAV I have.... it found the tons of
spyware and "deleted" it. The pop ups continued. I downloaded microsoft
antispyware beta and tons were found and "deleted" and still pop-ups
continue to bombard my computer. I am pulling hair to eliminate the
situation but so far the only thing that seems to ease it is POW pup-up
eliminator and even that can't stop it all.... I have no idea what to do...
help someone... preferably a free liscense program that will not add to my
head ache with more adware installation... Please!
 
A pop-up blocker won't really help if there is an active program in place
which is creating the popups.

I know from direct experience that there are bugs that are missed by
Microsoft Antispyware beta1 at this point.
