spoolsv.exe error

My spoolsv.exe errors progressed from simply disabling the
service sporadically to arising upon each reboot over the
course of the past year. This occurs on one user's PC with
a local Brother 1440 and two Lemark Optra S printers on
the network. DOS based R&R Report Writer 6.0 and very old
FoxPro packages are running only on this machine. Could
these somehow be incomaptable with the spoolsv.exe. Other
users simply print to network printers and never have this
problem. In the past, a direct CD boot repair of the W2K
OS got the spooler to function again. This time, however,
(the first time since installing SP4 aout 2 months ago)I
had to use the INSTALL>REPAIR option. I tried the registry
fixes prior to taking the INSTALL>REPAIR route, and this
caused the spoolsv.exe error to remain constantly from
time the OS booted.

After INSTALL>REPAIR I reinstalled SP4 and the system
seems to functioning again.
 
I recently installed CA Bitware with an external Phoebe
modem in order to support fax delivery. The package
indicates support for Windows 95/98/NT 4.0, so I took a
chance and installed it on WIN 2000 Professional. As it
turns out, the application generally works, but trashed
the print subsystem. All of the printer definitions
disappeared, and the spoolsv.exe generates an error during
startup. The DrWatson event log contains:

The Printer control panel only contains "add Printer",
which when double clicked, generates an Out of Resources
pop-up stating X Printer operation cannot continue due to
lack of resources. The print subsystem is unavailable.

I can see no way to troubleshoot this problem. I have SP4
installed.

Any suggestions would be appreciated.
 
Good news-

I looked at other postings and discovered a number of
people had the same/similar problem. The key to resolving
the printer issue resided at:

However, I merely deleted all of the Bitware entries in
the registry and no others. After restarting the print
spoolers, all of the printers came back. Unfortunately, I
found that the Mail and Fax control panel was also
affected. I edited the registry again and found a Bitware
monitor entry, which I deleted. As I do not know what
system services apply here, I probably need to reboot,
which I did not have to do for the printing problem.
