splitting program windows in dual monitors.

Do I always have to expand a program across a dual monitoring setup to beable to spread out windows in that program

Is it possible to open a program up in one monitor and drag across internal windows in that program to the other monitor without having to expand the orginal program across both monitors?

It depends on the individual program. Some will allow the child
windows to be repositioned outside of the main program window. Some do
not.
