Splitting one cell/drawing a a line in the middle of one cell

Would I be able to draw a line in the middle of a cell to
split two different parts of text when the rest of that
row needs to remain the full cell?

Could you not format this row into half of the others,

which i belive would allow you to put info. into each
half. Just an idea.
