If I have two separate locations, same subnet, can I set
reservations in the scope to split the subnet into two
ranges and the different locations pull IP addresses from
those ranges? How is this different from static IP
addresses?

If I understand you correctly, you have two locations, and you want to have
two ranges in the same subnet? There is no way to ensure that you will get
an IP address from the correct range unless they are in different subnets.
If there are different subnets, the DHCP protocol will pull from the same
subnet range, but if they are in the same subnet, there is no way of telling
the difference between the two ranges.
