Split MP3/CUE and OGG/CUE?

Is there a simple program that will split (and maybe even correctly tag)
a single large MP3 or OGG file into multiple files, based on an
accompanying CUE file? The only thing I've found so far is a program
that converts MP3/CUE into BIN/CUE, which can be mounted as or burned to
an audio CD and then be reencoded into individual tracks, but I was
hoping to avoid the step of reencoding.

As far as I see your need is supported there.

But remember, MP3 is not gapless beween tracks, so you'll end up
with noticeable gaps, which I think is the main reason, the mp3/cue
combination is available. I don't know, WHY you are looking for such
a solution, but another option is using Winamp plugin to be able
to navigate insinde of the whole album. My tip for this is mp3cue:

Almost a bullseye. Does exactly what I want for MP3/CUE. Too bad it does
not seem to support OGG, but a very good start. Thanks.

The main reason I want to split the tracks is to navigate when listening
to music on my cell phone. Which (unfortunately?) does not run WinAmp. I
am aware that splitting the tracks will introduce skips, but I can live
with that.
 
Wow! Bumped into this thread when searched the web for a decent mp3 splitter and it turned out to be very useful for me. Thanks for the suggestions, guys!
I'd like to share the options that I've found too. This tutorial might be helpful for you as well
