Spinner button -- can not rotate

I am using the spinner button control but can not rotate the shape from vertical up/down to horizontal left/right. The format control "size" tab shows a rotation feature but it is grayed out. I know this can be done but I'm stumped to figure it out. What gives?

The spinner control from the Forms toolbar can only go up and down. The
spinner from the Controls Toolbox aligns itself based on whether you
draw it tall or wide. These are two different toolbars, and the controls
will behave differently.
