I do not see how to activate the spell check program for
WindowsXP. I see the icon but it is not active. I have
used Windows 98 and it worked there. Any suggestions?

It only "worked there" because you had an Office Family application
installed. No Windows OS has ever had a native spellchecker (I assume you're
talking about OE?). Install Office - or Works Suite (*NOT* vanilla Works).
There are a number of freeware checkers out there, but I've not used any so
I cannot vouch for their efficaciousness.

By the way, you could have found this information yourself had you made use
of the resources at your disposal (like OE's help, for example).

Actually OE can use other 32-bit spell check programs, it doesn't have to be
a Microsoft product. Several are downloadable, and are free. Do a Google
search.

Greetings --

Outlook Express, as you've discovered, has no spell-checking
capabilities of its own. Instead, it relies upon the presence of
other Microsoft applications, such as the Office Suite, Word, or the
Works _Suite_ (which includes Word, not the regular Works). There are
also some 3rd-party shareware/freeware solutions available at any of
the many shareware sites on the Internet

Spell Magic seems well thought-of, though I haven't tried it myself:
