Take your pick.

Spell Checking does not work in OE:

And:

An error occurred while the spelling was being checked or: Spell Check was
halted:

OE 6 does not come with it's own spell check. These are some free spell
check downloads.

Neither Windows XP, nor any other version of Windows, has ever
come with a Spell Checking facility. Outlook Express uses the
spell checker that comes with Microsoft Word, (or another
Microsoft Office program) if you have it installed.

If you don't have Word or Office installed, you probably don't
have a spell checker. However there are several downloadable
freeware/shareware alternative spell checkers that work with
Outlook Express and Outlook. Since I have no personal experience
with any of these, I'll let someone else recommend one.

On the other hand, if a Microsoft Office component *is*
installed, try the instructions at
http://michaelstevenstech.com/spellcheck.htm

As others have said, you need something like Microsoft Word of Office
installed because Outlook Express uses the spellchecker from these. If you
already have one of these installed, you then need to search the web for a
file called "csapi3t1.dll". Once you've downloaded it you then need to put
it in the folder "Program Files\Common Files\Microsoft Shared\Proof". You
might need to restart Windows but the spell checker should work now.

Cheers.

Greetings --

Outlook Express, as you're apparently just discovering, has never
had any spell-checking capabilities of its own. Instead, it relies
upon the presence of certain specific other Microsoft applications,
such as the Office Suite, Word, or the Works _Suite_ (which includes
Word, not the regular Works). There are also some 3rd-party
shareware/freeware solutions available at any of the many shareware
sites on the Internet

Spell Magic seems well thought-of, though I haven't tried it myself:
