I use outlook express to create e-mail. For some reason
the spellcheck has never been enabled. I think it may be
a settings problem but I don't know where to look. Maybe
something wasn't installed when I installed XP... I don't
know.

Help me and you can have my first born.

While you are reading this answer click on Help, then Contents and Index,
then the index tab and type spelling and read all about it. There are free
spellcheckers available, you can google group search this newsgroup to find
links.

Outlook Express does not have native spellchecking. It will borrow a
spellchecker from certain programs if they are installed such as Microsoft
Office. Even if you have a compatible spellchecker you still have to open
Outlook Express and go to Tools->Options and click the Spelling Tab and
enable it. If you need you can download a free spellchecker that will
integrate into Outlook Express from here http://www.geocities.com/vampirefo/
Remember to enable it once it is installed.

Neither Windows XP, nor any other version of Windows, has ever
come with a Spell Checking facility. Outlook Express uses the
spell checker that comes with Microsoft Word, (or another
Microsoft Office program) if you have it installed.

If you don't have Word or Office installed, you probably don't
have a spell checker. However there are several downloadable
freeware/shareware alternative spell checkers that work with
Outlook Express and Outlook. Since I have no personal experience
with any of these, I'll let someone else recommend one.

Thanks, but no thanks.

Greetings --

Outlook Express, as you've discovered, has no spell-checking
capabilities of its own. Instead, it relies upon the presence of
other Microsoft applications, such as the Office Suite, Word, or the
Works _Suite_ (which includes Word, not the regular Works). There are
also some 3rd-party shareware/freeware solutions available at any of
the many shareware sites on the Internet

Spell Magic seems well thought-of, though I haven't tried it myself:
