speeding up LAN

I have a small office network with a windows2000 advanced server as the
gateway to the internet.

I have some problems when the users try to acess shared folders in other
computers: it is TERRIBLY slow to open the folders and often the computers
crash doing so.

How can I solve this problem ?

Also, Win98 and WinMe simply can't access the server shared folders.

Any tips ?? I don't know what information to include in here, so, if more is
needed, I will promptly give it.

Enough money to buy an expensive server version but not enough money
to avoid using it as a gateway?
Doesn't sound legal to me.
