I am using a WinXP Pro as dial in server. And I found although the COM port
speed has been set to 115200, the net work interface shows in task manager
says it is only a 28k line speed. How can I change this? Will some server
version of windows support higher speed?

The com port speed is only for the speed between the port and the modem,
IIRC. You connection speed will be a maximum of 56Kbps depending on your
ISP and the dial-up modem you have.

In fact, the max speed will be 33.6K. 56k can only be achieved on
download from an ISP with a digital interface. Modem to modem is 33.6 max.
