What determines how fast a computer can play back a video,
the processor speed? I'm trying to figure out how much to
compress files that will be viewed on a PC so I get the
best quality but not slow down playback too much.
 
you are kind of talking about two different things.

the faster your processor the more smoothly the video can play. you are not
going to get alow play with a lower quality encoded. Lower qualitiy encoded
will make your video look worse. a 500Mhz processor is about the lowest for
deconding video ona computer. 900Mhz or higher is the best.
