Hi, how can I add speech funcionality to my programs ? Free software
it would be better

"speech functionality" means nothing without details (recognition? text to
speech? speech to text?). A Google search is about as good as you can do.
I've never seen anything free for Windows CE.

We also need to know what devices and operating systems and versions you're
talking about.

text to speech for windows mobile 6.1
Eventually how can I use TTS file or create it? after recording sounds
I'll use playsound function....could it be a good idea?

Again, the problem is that you have to buy an engine. If you need to be
able to generate the audio to a file, rather than sending it to the speaker,
then make sure that the engine that you purchase has that ability.
