Can I implement Speech to Text technology in Compact Framework ??? If can how to test it with emulator ??? Thanks

With the current power of the devices, you will probably be struggling to do
speech to text. However, you could send the voice information back to a
server (eg via a webservice) and get the server to do the hard work
