Speech recognition won't work

I need help solving this problem, Speech recognition won't work and it keeps
displaying this message "The requested task cannot be carried out because the
necessary speech engine could not be created. Please select a different
engine and/or a different audio device.". I already tried the WORKAROUND in
Knowledge Base KB838659 and it still not working I also tried re-installing
it from Microsoft Office 2003. It also displays this message "An exception
occurred while trying to run "shell32.dll,Control_RunDLL "C:\Program
Files\Common Files\Microsoft Shared\Speech\sapi.cpl"". Could somebody help me?
 
With which version of XP are you playing? That is in regards to XP English
US [Home or Pro], XP English Internation [Home or Pro], XP English UK [Home
or Pro].

It is important to know what we have here.
