Specifying Where Condition when Using Apply Filter Action

i am trying to get the macro to parse the following condition

[FollowUp] Between # & Forms![Tracking Print By Site]![StartDate] & # And
# & Forms![Tracking Print By Site]![StopDate] & #

but it will not.

what does it need?

[FollowUp] Between Forms![Tracking Print By Site]![StartDate] And
Forms![Tracking Print By Site]![StopDate]
