Specifying parameters for a shortcut at run-time

Greetings.

I remember making shortcuts for programs such as QBASIC and
EDIT with a special parameter back in the win9x days. I
can't exactly remember what the parameter was, but some
research (thanks, google) hinted that it was the "?"
parameter. What this would do, is it would allow you to
specify additional parameters at run-time (example: I
double-click on the QBASIC shortcut and a dialog labeled
"Parameters" (or something like that) appears with a small
text input field. entering "gorillas.bas" would open
QBASIC with the gorillas.bas file.

Did this special "?" parameter survive in Win2K? I can't
seem to get several variations of it working on a shortcut
for mame.exe... most depressing.
