Specifying Encryption by Contact, not Globally

Is there a way to specify that all messages to a specific contact should be
encrypted?
Using Outlook 2003, I only see two methods of specifying message encryption.
1. When sending a message you can use Options.Security.Encrypt
2. Using Tools.Options.Security.Encrypt This method prompts you for every
message to a recipient that does not have certificates installed.
I'm using an automated process to send messages and want to send encrypted
when possible, un-encrypted otherwise. I want to do so without any user
intervention required.

I can only suggest the following: separate receipients for whom you have a
public (encrypt) certificate from those for whom you do not. Then in your
automation script, request per-message encryption to the "encryptable"
distribution list, and don't for the non-encryptable. A bit rough and ready,
but I know of no other means - I'd welcome a moer elegant method too for
clients who have large and multiple distribution lists which they don't want
to split up.
