Try setting the file location *before* you turn on Cached Exchange mode:
1) Use Control Panel | Mail to create the profile.
2) When you get to the Exchange Server Settings screen, clear the box for "Use Cached Exchange mode," and finish creating the profile.
3) When you get back to the Mail applet, select the new profile and then choose Properties.
4) On the Mail Setup dialog for the new profile, choose E-mail Accounts.
5) Get into the Exchange account settings and choose More Settings.
6) On the Advanced tab, click Offline Folder File Settings.
7) This should pop up the dialog where you can set the location of the ..ost file and will be asked if you want to create it. Say Yes.
8) Now check the Use Cached Exchange Mode box, and click OK to complete the profile.
Another method is to set the ForcePSTPath registry value in either HCKU\Software\Policies\Microsoft\Office\11.0\Outlook, for a policy, or HKCU\Software\Microsoft\Office\11.0\Outlook, as a user preference setting, (make a registry backup first). ForcePSTPath should be an expandable string value. It supports environment variables like %userprofile%. If you want separate default locations for .ost and .pst files, KB article 896591 explains how to get and use a hotfix that adds a new ForceOSTPath registry value.
