Specified DNS server cannot be contacted

I'm attempting to load a second DNS as a backup to my
primary. Going through the motions of loading DNS on the
second server. When I click on Admin Tools and DNS I get
the error

"Cannot contact the DNS server". The specified DNS server
cannot be contacted. Some possible reasons include: the
DNS server may not be running, there may be network error
the computer associated with teh specified name or IP
address could not be found."

This being the actual server I'm on?
Any help would be appreciated. Note: under services the
DNS server service and client service is running.

In your TCP/IP properties is this machine pointing only to your local DNS
server?
Can you connect to the DNS server by its address?
 
Under TCP settings the DNS server IP is that of the local
server.

When I attempt to connect to DNS server under DNS mananger
using the IP it says the DNS server is not running, yet
under services I see it as running. Started and Stopped
the service and even rebooted.

No luck.

Any suggestions?

You've tried with both the private address and 127.0.0.1 loopback?
Run nslookup against it could be a port 135 issue.

You may have to try an uninstall/reinstall.
 
Make sure that the RPC service is running on the DNS server. You will also want to make sure you have the latest security patch for RPC applied. Can you
manager other services on the box?

Will try tommorrow and let you know but I'm pretty sure
RPC is running. Not sure what the latest security patch
is for RPC but I just pulled this server out of the box
with SP4 loaded. I'm pretty sure I can manage other
services but I will try tommorrow.

What do you mean by "You've tried with both the private
address and 127.0.0.1 loopback?" I can ping on other PC
on my network from the server and ping the server from
other PCs.

This is a second "Backup Server" and I'm attempting to
set up a second DNS so I was told I had to setup a
forward and reverse scheme.

When you tried to connect to the DNS server in the DNS console did you try
connect to it using 127.0.0.1?
DNS must be listening on the address that you are using to connect to it
with. By default DNS listens on all addresses, just trying to make sure all
bases are covered.

On the server in DOS, nslookup <IP address of server>
failed with the DNS IP settings reflecting the IP of the
new server I'm attempting to install. If I put in the IP
of the GOOD DNS server and do a nslookup it comes back
positive with the correct name.

Can you post this output error?

then try a lookup this lookup
1.0.0.127.in-addr.arpa
set type=ns
1.0.0.127.in-addr.arpa

The reason I want you to try this against you DNS server is the
127.in-addr.arpa zone is automatically created in DNS, if DNS is working it
will resolve if not it won't. The output should be simular to this:
1.0.0.127.in-addr.arpa
Server: kjweb.lsaol.com
Address: 192.168.0.2

1.0.0.127.in-addr.arpa name = localhost
set type=ns
1.0.0.127.in-addr.arpa
Server: kjweb.lsaol.com
Address: 192.168.0.2

127.in-addr.arpa
primary name server = kjweb.lsaol.com
responsible mail addr = admin.lsaol.com
serial = 1
refresh = 900 (15 mins)
retry = 600 (10 mins)
expire = 86400 (1 day)
default TTL = 3600 (1 hour)

When I put in the known good DNS IP, 129.52.80.250, under
IP settings "Primary DNS", nslookup comes back with the
server name and IP of the known good DNS server.

Sounds like DNS is not running?

One or more services for the Domain Name System (DNS)
component took more than their allotted time to start.
Installaion will continue, but services will not be
available until they have started completely

Although under services both DNS server and client are
running.

Any clue?
 
From a command prompt run "netstat -an" and check to see if the server is Listening on UDP or TCP port 53. You will also want to connect to
windowsupdate.microsoft.com to download all the critical updates for the server. This will include the RPC fix I mentioned before.

Go to add remove programs, Windows Components, Uninstall and reinstall DNS
and
Make sure Internet connection sharing is not enabled.
