Specific rule?

I have been unable to figure out how to make a simple mail rule in
outlook2000 that forwards a copy of all mail received in the inbox, (not
from specific account!) to another mail account.

This would be a custom rule, does anybody know how to do this or where to
find such a rule?...

I am trying to just forward what ends in my husbands inbox, after the spam
has been sorted out, to his cellphone since he receives about 990 spam
emails a month, and it gets expensive in text messaging, not to mention
annoying.

Start with a blank rule based on when messages arrives. Leave the conditions
blank, set the action to forward to specific address and leave the
exceptions blank as well. You must use a third party tool to filter spam
before it gets delivered to his Inbox. Take a look at MailWasher and Norton
AntiSpam.
