Is there any way to specify which users (or groups) use which programs?
i.e. I want to be able to select which programs users see in start menu,
AND/OR, which programs users can run. Is this possible? Please help.

I'm having the same problem. I click on the specific
application I want to give other users access to by
changing the permissions to allow them "full control"
access, but that doesn't work. When that user logs in they
still can't see that application or access it. The icon
doesn't appear. If they go in the directory and try to
start the application there it says it's unaccessible.

How to fix this?

Your "problem" is way different.

click start, right click programs -> OPEN
click start, right click programs -> OPEN All Users

you should have two windows open now, one is for programs for your current
user (Administrator I assume) the other for All Users. Cut selected
programs from current user into All Users. Done.

My problem is I want to restrict users to specific apps, so that they can
run only apps that I allow, and so that only those apps that I allow show up
in start menu programs.

Alex,
I tried what you suggested. At least the other users can
now see that application, but still can't access it. I
changed security to allow full control, but "other" users
get error message "Access permission denied. File may be
marked as read only or locked". I don't know why it's
still locked to other users when I moved to the all user
folder per your suggestion.

Sounds like my machine is doing what you want yours to do!!
