Is there any way to attach a flash file or a web page (fla, swf, html ...) to
a form in MS Access ? How to make a special effect (such as scrolling text)
in a form without using Timer Interval ?

You can embed a WebBrowser Control in your form and use that to display your html content. I don't know about Flash, but
I think registered versions have an ActiveX control. I doubt it's supported in Access, of course, and if you're
distributing this to others then you'll need distribution rights to the player.
