Special effects in video

Hello all, I have a friend that is trying to take a group of still photos
and
create a video montage with different video effects; however, I have not
gotten to that point yet. He gave me this link to a You Tube video that
demonstrates these video effects:

Criket - Creadorez

This video corresponds to an event sponsored by Criket, the telecomm
company and the song is in spanish (obviously the event was aimed at the
latino market in the US). If you do not like Mexican band music, I recommend
that you kill the volume <g>

Can such effects be done with Movie Maker? If so, can you orient me as
to where I can find resources for further reading? Thank you for your

I'm thinking you would have a better chance
with a program like Cyberlink PowerDirector 8
