Special effect question- blurry face

Hey all,

Is there any way to place a blur spot over a person's face (a la 'COPS'), or
maybe a smiley face or donkey's behind or some other image? I have a video to
edit from a beach trip w/friends from 2005. Problem is an ex-boyfriend of one
of MY friends keeps showing up in some key shots. So why not have some fun
with it, I thought.

Any assistance (or more suggestions) would be greatly appreciated.
