special characters

When typing special characters such as upside down question marks, upside
down exclamation points, enyes and accented vowels for a spanish web site
done in Front Page, these special characters sometimes appear incorrectly.
This copy is being pasted into Front Page from a Word document. I tried
taking from Front Page and then into Notepad and then back into Front Page.
That didn't work. Any ideas?
 
I'm not sure where to find the character map. I looked in insert symbol,
because it gives the code there, but didn't find my characters.
