Speaking to my Computer

Does anyone know if there is a program that will allow me
to talk to my PC? That is by saying into a
microphone "open my documents" my documents will open? i
have heard vage rumors about this but nothing specific. I
would really like to know more about this program, and if
there even is one.

Were you thinking of something like this?

I don't have much experience with this type of program but see this one
mentioned quite often.
