Outlook's rules and filters aren't intended to be an end to spam. OL2003 is
pretty good with the High settings - if you need more, try mail washer or
any of the other antispam addins available.

An email address does NOT begin href. Only links to SPAM sites. Look at
how HTML is constructed. Most spam comes as HTML and they have links such
as <a href="
http://www.spam.com">SPAM</a>. So if Microsoft Outlook rules
work correctly it will find most of these in the body of the email and you
can delete them. Unfortunately Microsoft Outlook Rules work poorly and so
this idea would work if their rules application did.. It worked on some but
some it don't and for no reason I can tell. If http or href is in the
e-mail the rule to delete it should work and delete them.
