SP4 will not install, cannot find file imejp.ime

I have been using windows update to try to install w2000
SP4 and continually get an error message indicating it
cannot find file imejp.ime. This is a japanese language
file (I think) and I don't have any idea why it needs it.
If someone can point me to how I can prevent SP4 from
thinking it needs this file?????

ps: I have extracted it from the w2000 CD, but I don't
think I should need it?????
