SP4 update switches on automatic update

We are testing sp4 on some machines widows 2000 machines.
We have automatic updates turn off on all our 400
machines, however when we load sp4 on these test machines,
the automatic updates are turned back on automatically.
Is their a way to turn this off via a command
line???????????
