YES!!!
I don't know what the deal is but after I instal SP4
everthing is very slow from accessing files and folders to
running apps. But the most drastic and annoying is that my
1.5 Mb cable modem performs like a 28k dial up modem.
Removing SP4 is the only fix I have found so far.
