SP4 results in "Print queue full" and "Unable to create print job" messages

I installed SP4 on 13 servers and all but one work fine. I have one in
which the server can no longer print to its printers. I installed SP4
almost 12 hours ago and rebooted the server at least 4 times and it still
doesn't work. I also tried reinstalling the printer, updating the driver,
and changing the printer and share names. None of this works.

The closest item that I can find in the MS KB is article 321295 "Release
Notes for Windows 2000 Service Pack 3" that mentions the following:

when SP3 is installed on print servers that have many UNIDRV-based PCL
printer drivers, the server can spend up to two hours regenerating the
parsed binary .bud files that are used to increase spooler efficiency for
these drivers. During this time, the spooler cannot receive incoming print
jobs and may return a message to clients that the print queue is full. This
is a one-time parsing and should not occur after the initial instance
following SP3 installation.

After all of the UNIDRV-based PCL drivers are parsed, the spooler is then
capable of receiving print jobs as expected.

Because of this behavior, Microsoft recommends that you install Service Pack
3 on print servers that meet this condition during a time when the two-hour
window for the compiling of the .bud files can be completed without
affecting client-side printing needs.
