SP4 Removal back to SP3

How does a person remove all of Service Pack 4 and
reconfig for Service Pack 3?

USB functionality has been disrupted.

You can go to control panel and then there choose 'add/remove programs' and
open it. There you will find an Uninstallation Option for SP4 (provided you
chose to archive the files during the Installation of SP4). If you cannot
find it there you can also go here:
C:\WINNT\$NtServicePackUninstall$\spuninst and there open the Uninstallation
program.
