SP4 installation on Win2k- Windows always boots to "Last Known Con

Regardless of the SP4 or other installation to Win2K running SP3, the PC
always boots to "Last Known Configuration". It is "impossible" to install any
core system software updates. How can I "turn off" this boot feature?

Does the operating system start? If so export the key
HKEY_LOCAL_MACHINE\SYSTEM\Select
and paste in a reply.
