SP4 GPO Fails

Assigned to computers via an OU or the domain, it begins
but fails after about 30 seconds and goes to the
ctrl+alt+del option to open the password prompt. Event
Viewer shows:
"Product: Windows 2000 Service Pack 4 (1033) -- Error
1721. There is a problem with this Windows Installer
package. A program required for this install to complete
could not be run."

All machines have Windows Installer 2.0. I used a UNC
path and permissions are set to read and execute on the
folders.

Error 1721 would be RPC_S_OUT_OF_RESOURCES = "Not enough resources are
available to complete this operation."
Try using http://support.microsoft.com/default.aspx?scid=kb;EN-US;246509 and
enable Program Deployment logging.
