I am trying to install SP4 and it is unable ot install
arcldr.exe. I verified that the file in in the folder
where is is supposed to be. I have tried selecting retry
and adding the extention to the file but no good.

I haven't had a chance to reinstall the SP or contuien to
install the SP while skiopping the file.

The only thing else that might make a difference is that I
am running Win2k under VMWARE 4.0. I just upgraded to
VMWARE right before I tried installing the SP.

It must be in use. Shut down as many apps as possible, click CTRL-ALT-DEL
and close as many processes as possible. then install.

What's VMWARE? Get rid of it.

Have you made sure you dont have any Antivirus Software running during the
SP4 installation?

Had same error with SP4 Windows Update:
- Cannot copy file arcldr.exe -
After checking and restoring correct NTFS File privileges to my C
drive...
(see KB for details)
After renaming the existing arcldr.exe to 'arcldr.old' in the
C:\winnt\servicepackfiles\I386\ (just in case).

I manually copied the new file from download directory created by
windows update
D:\2aa4a45169d09cd49e6a5eca2fc3dd56\
Yours may not be named exactly this....

into the C:\winnt\servicepackfiles\I386\

I cancelled 'file copy instructions' for the ARCLDR file (after quite
a few scary warnings) and Update copied remaining files as designed.

After re-booting all 'seems' to be working well.
