l tried to download sp3 from the microsoft site. When l
try to run this on my machine its tryin to download again
from the site. What should l do to run this from my
download.

Did you download the entire network install? Or just the setup launcher?

The network install is about 130 MB. The setup launched is only a few
megabytes. It looks at your system to work out what further downloads you
need. If you don't want to connect again, you need to download the network
version.
