I too am having this exact same problem. Norton is
installed and Security Centre displaying 'Not Monitored'.
Internet Explorer will not connect to any webpages at all,
however, outlook express is working fine. Ive also talked
to other people with the same/similar problems. Can anyone
shed some light on this? Having to use Mozilla to view all
webpages at the moment.

When the "improved" security center cannot detect the third party
firewall, it locks down TCP/IP filtering (at least on several SP2s I
have), making connections impossible. Open the TCP/IP properties of the
connnection, General tab, Advanced properties, Options tab, TCP/IP
filtering properties, Enable filtering and change Permit Only to Permit
All for the ports/protocols.

If this does not work, Google for lspfix.exe and winsockxpfix.exe, run
either or both in default mode to fix winsock and layered services.
