SP2/SP4

I'm running Win2K Pro and applied SP4. Now, my computer continually reboots just before the logon prompt appears. The only way to get it to run is to start it in one of the Safe Modes. The same thing happened when I applied SP2. I had to use the Win2K CD to repair the installation. I upgraded my BIOS and that didn't help any.
 
Can you get into safe mode with F8 and use add/remove
programs to remove sp4?
