SP2 Security Won't let me download JAVA - PLEASE HELP!

I am trying to install Java and "windows" doesn't like the file and won't let
me download. Can someone please tell me how I can override this?

When you saw the info bar at the top of IE ask you about activeX, did you
allow it?
