SP2 is preventing downloads

I've had automatic downloads since I got my computer and installed SP2 a
couple of months ago. Since then I can't download anything off the web or
open any attachments. I uninstalled, scanned, defragged, cleaned and restored
it and reinstalled. Same thing is happening. When I uninstalled it,
everything worked before I reinstalled. I'm running Norton Security and using
IE 6 with XP Home. I've turned off Windows Firewall. Evidently I'm missing
something. Everything else seems to be working. I can't even download
Microsoft now.

I believe it's pretty evident I was asking if anyone knew how to get by this
security so downloads and attachments were possible. Since I can't download,
I can't use any of the Microsoft download fixes. I'm looking for the next
step to take.
