SP2 IE Link Don't Work

I just purchase a computer from hp with sp2 installed

When i click on a link to open a new window, the new window open but nothing
shows. (i turned off my IE popup blocker still does not work)

When i try to play yahoo games it opens a new window and does not load up
anything. (i already tried installing a java update and it didnt fix the
gaming)

I updated my laptop so SP2 to see if its just my new computer and it does
the same exact thing. What can i do?
