SP2 Firewall blocks outgoing traffic?

Just like other 3rd party firewalls does?
I've read at Microsoft site that new SP2's improved
firewall asks user to allow or deny the downloading of
some files but I'm confusing about outgoing traffic.
Please someone light my path

I use a third party firewall. However I notice this
C:\Windows\System32\DRIVERS\ipinip.sys IP in IP tunneling driver that
I don't understand the legitimate use for.

Outbound connections
Description

For typical consumer and office computers, the computer is a client on
the network. Software on the computer connects out to a server (an
outbound connection) and gets responses back from the server. Windows
Firewall allows all outbound connections, but applies rules to the
types of communication that are allowed back into the computer. For
more information about what network traffic Windows Firewall allows as
part of Transmission Control Protocol (TCP) and User Data Protocol
(UDP) outbound connections, see Notes, below.

Your confusion is over. It does nothing to prevent outgoing traffic.

It does nothing about outgoing traffic. It is much more easily
configured than before for *incoming* traffic, in particular you can
tell it about programs that will be setting up contacts on which they
expect to receive packets from outside

The firewall is improved in SP2 but it still does _not_ monitor outgoing.

No, SP2' Windows Firewall does _not_ monitor out-going traffic,
other than to check for IP-spoofing. It blocks nothing going out.

As I know, some antivirus have the ability to find bad softwares sending
information outgoing.............So, firewall may not need to offer the
function.

While anti-virus applications are designed to detect Trojans
(viruses don't transmit via a network connection), most antivirus
applications will not bother to scan for or protect you from
adware/spyware, because, after all, you've installed them yourself, so
you must want them there, right?
