Yes you need it because it contains many of the patches and a few other features: http://support.microsoft.com/default.aspx?scid=/support/ServicePacks/Windows/XP/SP1FixList.asp It was not included because it did not exist when Windows XP was originally released, SP 1 has been included on most new computers as well as retail Windows XP for some time.
