SP1 RC1 Problem Report Location?

AFAIK I have downloaded and installed the Vista SP1 RC1 Problem Reporting
Tool on 2 different computers running Vista SPA CRY, however. I can not find
it anywhere on either computer.
Can someone please tell me where I can find it?
 
You will not be able to find it.. It "automatically" activates when a
problem is detected - it may not consider your "problem" as a legitimate SP1
item.
 
This certainly does not make sense.
Are you saying that I can only report problems in SP1 RC1 when a problem
already known my Microsoft is detected?

In any case I am sending this message from one of my laptops both of which
have no problems with SP1 RC1.
I am trying to report that my desktop which has SP1 RCA has three problems
the first of which is that I am unable to install the Problem Reporter on
it. (It keeps saying that one of the downloaded files is corrupt or
something like that)
And apparently you are telling that there is no way that I can report this.
Is that correct?
 
First - I am not "telling" you what you can, cannot, should or should not
do!.

During Beta testing, Specific approved testers report problems directly to
the Microsoft Application Teams. Accepted Public Beta testers report
problems and solutions via managed forums.

During RC (Release Candidate) releases - support is limited to "self-help",
"forums" and "blogs".
