SP1 install nukes cookies

I just got SP1 via windows update. Install went smoothly, but when I open
IE7 all the cookies are gone. Is this by design????? Is there a way to
prevent it? I'm going to get a whole lot of screaming from users when
everything that depends on cookies falls apart.

Cookies (data miners) should be deleted on a regular basis, and exceptions
set for those required for banking, etc.).

Not that I condone what happened, nor VISTA itself for that matter.

Anyone have any insight on how to protect cookies users CHOOSE to have from
SP1's rude behavior????
