SP1- failed install

After downloading Service Pack 1(Express) for XP on a 24k
dialup, the install failed. I did not archive old folders
before downloading.
Now the computer will not start in normal mode.
The error message at start-up is STOP: 0X0000000A. It
also says IRQL_NOT_LESS_OR_EQUAL. I can only run in "Last
known good configuration"....not even Safe mode works. I
no longer care about SP1, but want to return the computer
to normal starting behaviour. I tried to uninstall SP1,
but couldn't find the Update.exe file.

Can someone walk me through what I need to do step by
step? Or suggest the best Windows support option? Maybe I
just need to reinstall the original OS. I'm not sure how
to do that safely either.

Try a Repair Installation.
Repair Installation:

Windows Updates will need to be reinstalled.
Data should be safe, back-up important data just in case.
Install Service Pack first and by itself.
Then install ALL Critical Updates no more than 4 at a time,
Disconnect the network/modem cable before starting repair and do NOT
reconnect the cable until repair is completed and firewall is
installed/enabled.
