Source: w32time Event ID 64

i'm having a problem with our 2000 server, in the system log it's saying that
the time wasn't synchronize. i did try to correct the problem base on what
microsoft support listed "Net stop w32time" then "w32time -update" but when
i'm trying to execute the command W32TIME -UPDATE it's said it's not
recognize. i know my server is windows 2000 so how would you get that problem
fixed and get the time update because we would like to clear some of the
error message out the system logs.
 
is this part of a domain?
event id 64 means it can't find a dc to sync time with
check on the dc (one acting as pdc role) if the time service is running
