I cannot view the source code for a webpage. I
have tried using the right mouse click option plus the
toolbar view option.

Unfortunately, I think View Source context only shows the HTML source
code within a frame for whichever is the currently active one (if frames
are used), so you cannot see ALL of the source used to paint the page.
I have PopUp Cop and it has an option to View Source for All Frames.
There are probably other add-ins to IE to let you do the same thing.

It is also possible an security product is installed on your computer
that bars you from viewing source code for web pages (e.g., "1st
Security Agent" from http://www.softheap.com/). Could be you let that
web site download and install a BHO (browser helper object) into IE that
modifies its behavior and bars you from viewing their source.

why this may happen.

In that case right-click on a free area in the frame and select View Source.
If there are normally nothing but graphics there try suppressing the graphics.
E.g. with Toggle Images.exe or uncheck Show Pictures
If the frame contains a script which tries to disable right-click try establishing
keyboard focus using F6 and then use Shift-F10 or the Menu- key
or use Security settings to set scripting to Prompt. Etc.
